Is that car park surfacing appropriate, given the increased risk of flooding?
To tackle this, you need to understand the climate risks at that location.
The likelihood of extreme weather such as flooding, and the severity of the consequences should that happen.
With that increased understanding, you can look at the building more objectively and advise your client on recommendations.
